Why the rule has exceptions
The Earth takes about 365.2422 days to orbit the Sun. Adding a day every four years gives 365.25, which is slightly too much, so three leap days are dropped every 400 years. That is why 1900 was not a leap year, 2000 was, and 2100 will not be.
